Use this sheet to define the locations where specific breaks may occur when using the Non-uniform break method.
Each row represents a site where a particular break may be taken. Break locations are associated with breaks using the Break ID column.
If a break in the Non-uniform Breaks sheet has a blank Break ID, cuOpt assumes that the break may occur at any site defined in the Sites sheet, and this sheet is not used for that break.
This sheet is used only when Non-uniform is selected as the Break Method in the Settings sheet.
